I ORGANISATION

1.1. Definition
The 39th International ALEXELA Saaremaa Rally 2006 will be arranged by Saaremaa Ralli OÜ October 13-14, 2006 with the FIA Sporting Code (and it’s appendices), the General Prescriptions of FIA Rallies, ASN Sporting Regulations and by the stipulations of present Regulations.

II GENERAL CONDITIONS
Art. 2. Eligibility
2.1. Saaremaa Ralli 2006 is Estonian Rally Championship Round 7th for groups A, N and E.


III ROUTE DESCRIPTION

3.1. GENERAL DATA:
Overall length: 438,9 km
Number of special stages: 11
Total distance of stages: 106,9 km
Rally consists of two Legs wichs are divided to five Sections.
Number of stages run twice: 3
Total length of different stages: 63,1 km.
Detailed route, timetables, controls TC will be presented in the Road Book.

3.2. Prohibited regions
Drivers, entrants and their representatives are strictly forbidden to visit following areas before till 14.00 October 11, 2006 gravel roads of Kaarma, Kihelkonna, Kärla, Salme and Lümanda parishes (except on times set by Art 8.5.4).
Offenders found in described regions by organisers or by police will not be allowed to start (look at Regul. Appendix II)


Art.4. Eligible cars
Rally cars in compliance with FIA Code Appendix J for groups A and N are eligible. Also cars of national groups according to parent ASN regulations are allowed.
4.1. Special conditions
4.1.1. Underbody protection is allowed.
4.1.2. Mudflaps are permitted.
4.1.3. Installed extinguishing systems must comply with Appendix J of the FIA (Art.253.7.) as follows:
a) compulsory for group A cars;
b) compulsory for group N cars;
c) recommended in all national groups by ASN stipulations.
The manual extinguishers are compulsory in all groups. A first aid kit and a reflecting triangles are obligatory in every car (a flashlight with yellow beam also strongly recommended for warning following cars).
4.1.4. Installation and use of radar detector is forbidden.
4.1.5. Only one spare turbo on each Leg of the rally may be used.
Infringements will result in exclusion.
4.1.6. Using AVON tires with modified patterns is allowed.
4.2. Classes of cars

4.3. If there would be three or less than three entrants in a class, the stewards may admit them in the next class up within group concerned.


V ENTRY FORM, ENTRIES
Art.5. Entry form, entry deadlines
5.1. The event is open for every legal or physical entity holding valid competitor’s licence.

5.1.1. Duly filled entry form must reach the organizers by e-mail via internet (www.saaremaarally.ee) by 12.00 October 06, 2006.

5.1.2. Following valid documents should be presented at the scrutineering by both crewmembers personally or their represantive:

  • vehicles  registration documents
  • ASN technical card for Estonian crews
  • insurance policy for foreigen entrants (Green Card)
  • homologation books with extensions for cars of group A and group N
  • ASN start permissions for foreign entrants (stamped entry form or ASN  waiver etc.)
  • recce control card. Not presented control card inflicts penalty 1000.-EEK (App. 2)

Foreign entrants with cars registered outside Estonia, should take Traffic Insurance policies (Green Cards) from home insurance companies. Rally vehicles without permanent registration plates  should be informed on before the closing date of Entries to Estonian ASN (e-mail eal@sport.ee, ph +372 639 8666) for a temporary ASN registration. Rally-by-rally based R-series ASN numbers will be needed when taking out Traffic Insurance policies. Relevant plate stickers will be received during the Scrutineering against a handling fee of 100 EEK. Authorization letter, issued by the EASU, must be in possession of the crew throughout the Event for possible police checkings.

5.1.3. Pre-start scrutineering
All cars entitled to take start must members to pre-start scrutineering on Friday, 13 October 2006 by following timetable:

The scrutineering will take place at the premises of the sales representation of Toyota, Kuressaare Kihelkonna Road 4.

Competitions numbers, plates and advertising stickers must be affixed before the scrutineering by the entrants themselves.

Only the competition car arrives to the scrutineering, service vehicles must be left at the Service Parc!
Infringement results in cash penalty 1500.- EEK (See Appendix 2).

5.1.4. Marking of turbos will take place Friday, October 13, 2006 according to timetable marked at the documentation.

5.1.5. No Parc ferme after scrutineering.
5.2. The maximum numbers of entrants is fixed at 130 cars.
5.3. Entrants not registered according to Art 5.2. will be registered as reserv on their appliccation.


VI ENTRY FEES, INSURANCE
Art. 6. Entry fees (1 EUR = 16 EEK)
6.1. The entry fees are grouped as follows:
* classes N3, A6, E9 and E10 5000.-EEK/crew
* classes N1, N2, A4, A5, E7 and E8 4000.-EEK/crew
* class E11 (trucks) 2000.-EEK/crew
* team entry fee 2000.-EEK/crew

6.1.1. Prescribed entry fees are applicable only for those accepting the full set of Organizer’s advertisings.
6.1.2. If the entrant refuses to carry organiser’s advertising, entry fees will be doubled. Advertising’s connected with the rally plate and competition numbers are compulsory.

6.2. The entry applications will only be accepted if accompanied by total amount of the fee or with relevant letter of guarantees from ASN.
6.3. Entry fees will be refunded in full:
6.3.1. to applicants whose entry has not been accepted
6.3.2. in case of the rally not taking place in circumstances not depending on organisers, refund 50%.
6.3.3. organisers may refund 25 % of the entry fee to those unable to start due to force major, duly certified by parent ASN.
6.4. Insurance
6.4.1. All competition cars must hold valid traffic insurance policy or Green Card, covering liabilities towards third party. Estonian traffic law binds throughout the event.
6.4.2. ASN sanction for Saaremaa Rally 2004 is accompanied by insurance up to 4.000.000 EEK towards third parties on special stages (policy no. 5/32616 Seesam Insurance Ltd.).


VII ADVERTISING
7.1. Competition numbers, rally plates and advertising should be affixed on the cars before the scrutineering, spaces shown on drawing in Appendix 1 and stay until the end of rally. Re-placing or re-decorating (such as cutting smaller etc.) the advertising stickers will be considered as infringement.
Infringement results in cash penalty 5000.- EEK or start refusal.


VIII GENERAL OBLIGATIONS
Art.8. General obligations
8.1. Checking of driver’s helmets and equipment will take place at the scrutineering.
8.2. Following the rules of reconnaissance, sporting regulations and presents rally regulations will be monitored by the Judges of Fact. List of Judges of Fact with work tasks signed by Rally director will be published on ONB.
8.3. Infringements will be registered on time card.
8.4. Competition numbers, rally plates
8.4.1. Organisers will provide each crew with a rally plate to be affixed to the front of the car for the duration of the rally (Appendix 1). This plate must not, even partially, cover the car’s registration plate.
8.4.2. Organisers provide each crew with two competition numbers, to be affixed on both front doors of the car for the whole rally (Appendix 1).

8.5. Reconnaissance
8.5.1. The reconnaissance material will be available for competitors from Rally HQ:
Wednesday, October 11, 2006 at 10.00 – 20.00.

8.5.2. Before receiving recce documents, recce car must be presented for checking.
8.5.3. When receiving recce documents, competitors must sign entry form and  inform on mobile phone numbers and accommodation details.
8.5.4. Following valid documents should be presented at the recconnaissance materyal available by both crewmembers personally:

  • recce car control card
  • entry fees voucher
  • driving licence for road use
  • driver’s licence ( A and N groups international licence)
  • competitor’s (entrant’s) licence
  • copy of the passport or ID card (for foreign competitors)
  • life insurance policy (for foreign competitors)

8.5.4. Reconnaissance is allowed by following schedule:

Reconnaissance on Stages SS 1 – SS 7, SS 9 and SS 11 is allowed three times(3), Stages SS 8 and SS 10 two (2) runs will be registered by Judges of Facts.
Unauthorised early reconnaissance before 14.00 o’clock October 11, 2006, will result in start refusal (see Reg Art 3.2.) (see Appendix 2).
Infringments concerning recce shedule and passage limits will be penalised:
1st infringement: cash penalty 5000.-EEK
2nd infringement: start refusal

8.5.5. Crews are not allowed to drive in the opposite direction of the rally on the SS.
8.5.6. A maximum speed limit of 80 kph is imposed on all stages during reconnaissance unless a lower limit is indicated by traffic signs, organiser’s signs and set by Road Book. The crews must drive in a manner which does not endanger other traffic or cause inconvenience for people living near the stage roads.
Organiser and Police will control speeds and driving conduct during reconnaissance. Infringements will be penalised also by Estonian traffic law. Use of radar detectors is forbidden under pain of start refusal.

Organiser will penalise infringements at the scrutineering after receiving the note from Police or Judges of Facts as follows:
A) until 20 km/h over established speed limit:
- first time – 1000.- EEK
- second time – 2000.- EEK
- third time – Stewards of the Meeting.
B) over 20 km/h over established speed limit:
- first time – 2000.- EEK
- second time – 4000.- EEK
- third time – Stewards of the Meeting.

8.5.7. Reconnaissance cars
Reconnaissance may be carried out using series production cars for general road traffic (FIA 14.3.): cheking and marking of recce vehicles will be carried out at Rally HQ during signing on for recce materials.
Tyres according to Traffc Law requirements (E-marking, peak load and speed indexes on tyres are compulsory). Tyres with “rally” thread are prohibited.
* Infringements will be penalised as follows:
- first time – 5000.- EEK
- second time – Stewards of the Meeting
Checking and marking of recce vehicles will be carried out at Rally HQ during signing on for recce materials.
8.6. All infringements of the reconnaissance regulations will be reported to the Stewards, who may apply penalties under Art.152 of FIA. Relevant reports may be handed over to offender’s ASN.
8.7. Test stage will not be organized.
8.8. All cash penalties imposed by organizer must be paid before 15.15 on October 13, 2006 in Rally HQ.


IX  RUNNING OF THE RALLY
9.1. Official time throughout of the rally will be Estonian Time, broadcasted by radio “Eesti Raadio”.
Official Rally Radio will be RADIO KADI 90,5 MHz (Kuressaare) and 98,6 MHz (Orissaare).
9.2. The start of the rally (starting time of for first crew) will be at 17.30 on October 13,  2006, cars will be started from centre of town (Kuressaare).
Exact time of start will be on Official Announcement Board and on the timecard.
9.2.1. Due to closed roads, access to the start area of the rally is possible only for competition cars arriving in motorcade. All competition cars must arrive at 16.30 on October 13, 2006 to Kuressaare Circle Road (Kuressaare Ringtee) between Roonimäe petrol station and Tehnika streets with starting number lineup to the Roonimäe petrol station direction.
It is allowed to drive cars by competitors representatives.
 
9.3. Change of Time Cards (new Time Cards handed) in TC 0, TC 3B, TC 7A, TC 10A and TC 12.
9.3.1. All crews will start at one (1) minute intervals, except on SS 8.
9.3.2. At the Leg 1 Sec 2 finish time control and Parc ferme time control (TC 13) the crews are authorised to chek-in before target time without incurring any penalties.

9.4. Retired crews must inform Rally HQ (phone +372 45 20 712) on their retirement reasons, place and time; hand back their time card to nearest control and remove competition numbers and rally plate from the car, with the exeption that crew is decided to continue rally according to the conditions  of  Regulations p.9.8.

9.5. Starting on a special stage:
9.5.1. The Time Card will be handed to the crew after the pre-start minute begins.
- 30 sec before start 1 blue light ignites
- 15 sec                  2 blue lights
- 10 sec                  3 blue lights
- 5 sec                    1 red light
- 4 sec                    2 red lights
- 3 sec                    3 red lights
- 2 sec                    4 red lights
- 1 sec                    5 last red lights
Start -     all 5 red lights go off.
In case of false start, recorded by a beam 50 cm in front of start-line, blue lights start to flash.

9.5.2. SSS 8 Oriküla starting procedures and stage description
* start will be conducted with 3 red lights, lighting up at 1 second interval, starting moment is when all red lights go off.
* Two cars start at same time, one on outer line, on in inner line. Stage´s distance is 2 km – one lap. One lap is distance (2 km) between start/finish lines on same (inner or outer) line.  

9.6. Servicing. Service and changing of tyres is allowed only  in Service Parks specified in the Road Book. Refuelling is allowed only Refuel Area. Only the competition car will go to Scrutineering, service vehicles will stay in Services Parc. Just 1 (one) services vehicle per crew will be allowed to Services Parc. A sticker provided by the organisesr has to be attached to the windshield of this vehicle. Infringements will results 1n 1000.-EEK cash penalty. 
Recce cars will be not allowed to the Service Park.
9.6.1. Each crew must have at least 3x5 m big waterproof cover under the car at the Service Parks.

9.7. Regroupings
During rally there will be four (4) regroupings:
1) before entering to the Service Parks B, C and D – starting intervals corrected, resulted from retirements and/or late arrivals. Target starting time shown on Time Card.
2) after Leg 1 Sec 1 – starting order rearranged according to SS results of Leg 1. Target starting time shown on Time Card and on the Official Notice Board.

9.8  Possibility to restart
The competitors cancelling on the first day can restart on  next with the permission of the Clerk of the Course, technical commission and rally doctor (if needed) under the following conditions:

  • the competitor not having got a mark on the time card (at the SS or at the following round having retired) can continue the competition from the following round if:

a) driver or competitor announces Rally Headquorters that crew has retired on the present round but wishes to continue from the following round and will not present retiring announcement from Road Book;
b) driver or competitor should fill  in Rally Headquorters a continuation request and hand it over to the Clerk of the Course until 22.45 on 13.10.2006
c) retired car should be presented for technical inspection to the scrutineer (scrutineer is located in the road sweeping car with green beacon or in the Service Park) until 23.00. Dependable of retiring reasons,the scrutineer decides about need for crew’s meeting with the Rally Doctor. 
d)   the scrutineer gives to the driver or competitor a special formular, which should be returned to the Clerk of the Course before entering TC3B. This formular must have necessary signatures of the officials, ordained by Scrutineer.
e) on the base of these facts, the Clerk of the Course will decide the continuation of the crew.

For each Special Stage not being finished the competitor will be penalized with 5- minute time penalty which will be added to the best time in class (or higher class). Best time in class will be determined amongst results of non-retired competitors. On retiring road section after the final stage the competitor will also be penalized with 5-minute time penalty. When transporting the retired car to the service area Rally International General prescriptions 12.1.2 and 12.2.1-12.2.4 are not valid. Starting order for cars retired will be appointed by Clerk of the Course taking into consideration safety.
The maximum SS time permitted in Estonian National Championchip Rally regulations is used during the Rally, formula of which is M=L x 1,2, where M is maximum time in minutes and seconds., L is length of the SS in km’s. Maximum time is set for crews, who exceed the maximum time limit on the SS.

9.9. Cars are under Parc Ferme rules after finish in Kuressaare, Pikk str 62

9.10. If a crew is involved in an accident in which a member of public or the crew sustains physical injury, the drivers must report on this immediately (see GP APP IV, Art 3.3). Crewmembers, failing to use OK/SOS labels, may be excluded by the decision of the Stewards.


X    SUMMARY OF PENALTIES

XI    PROTESTS, APPEALS
11.1. Protest fee, set by ASN, is 5000.-EEK
11.2. If the protest requires dismantling and reassembly of different parts of the car, the claimant must pay an additional deposit specified by the scrutineers:
- for a protest involved a clearly defined part of the car (engine, transmission, steering, braking system, electrical installation, bodywork etc.): fee of 1000.-EEK
- for a protest involving the whole car: fee of 2000.-EEK
11.3. All expenses incurred by the executed work and by the transportation of the car shall be borne by claimant if the protest is unfounded, or by the competitor against whom the protest was lodged if the claim was upheld.
11.4. If the protest is unfounded and if the actual expenses incurred by the protest (scrutineering, transport, etc.) are higher than the deposit amount, the difference shall be borne by the claimant conversely if the expenses are less. The difference shall be returned to them.
11.5. Appeal fees:

  • ASN 20000.-EEK
  • FIA    9200.-EUR


XII    CLASSIFICATIONS

12.1.The classifications will be established according to Art.21.2.1. of FIA General Prescriptions in classes described by Art.4.2 – 4.3. and 9.5.3. of Supplementary Regulations.


XIII   PRIZES, CUPS
13.1. Best three crews in each class will be awarded with cups.
13.2. Best six crews in overall will be awarded with cups.
13.3. Three best teams will be awarded with cups.
13.3.1.  Team competitions. A team will be made up of 2 – 3 crews. One crew may be entered in only one team. Teams results will be determined by smallest amount of penalties in time of two best-placed crews. In case of tie higher overall position counts. If one crew will be excluded or two crews will retire,team will not have a result.
13.4. Rally is open to special prizes


XIV   PRIZE GIVING
14.1. Prizegiving ceremony will take place on Saturday, October 14, 2006 from 21.30 in Rally HQ.
14.2. In order to receive prizes (cups) the crew members are obliged to participate in prizegiving ceremony, otherways they shall forfeit their right to any awards.
14.3. List of prices will be up on rally’s official announcement board.


XV PRESS ASSISTANCE
15.1. Filled accrediting applications should be sent to the organiser before 16.00 on October 11, 2006 by www.saaremaaralli.ee.
15.2. Presscenter will be open from  09.00 on October 13, 2006 at Rally HQ.
